Access to the proposed Hills at Winchester on the former Rutz Farm still poses a challenge to developer David Jaindl.

Developer David Jaindl came to the South Whitehall Township Planning Commission looking for public feedback to his latest plan on the Hills at Winchester, and got it. The standing-room-only crowd at the meeting Thursday night overwhelmingly opposed Jaindl's plan to build a high-end strip mall and restaurant on the Shoemaker car dealership lot, saying it would change the character of the residential area and increase traffic on Walbert Avenue. Jaindl Expands Vision, Proposes Stores and Restaurant off Walbert Avenue

Developer David Jaindl told South Whitehall commissioners Wednesday night that he wants to develop the Shoemaker Dodge property next to Rutz farm, where he is already proposing 90 single-family homes.

Developer David Jaindl is expanding his development plans for farmland and other property off Walbert Avenue in South Whitehall. In a move suggested in February by residents who would live near The Hills at Winchester, his proposed housing development on the former Rutz farm, Jaindl now wants to develop the Shoemaker Dodge property adjacent to the farmland and create a second access road to the development. Jaindl told South Whitehall commissioners Wednesday night that he is proposing to build a 12,000-square-foot strip mall that would include six stores and a stand-alone, 5,000-square-foot restaurant at the Shoemaker site. The Hills at Winchester, a proposed 90-home development on the former Rutz Farm, was presented at recent South Whitehall Planning Commission.

David Jaindl of Jaindl Land Co. gives an overview of his proposed 90-home development, The Hills at Winchester, at a recent South Whitehall Township Planning Commission meeting. Jaindl told those who attended the meeting there were limited road options for the development. He welcomed comments from the public about the project and said he would consider them. Neighbors packed the Planning Commission meeting Wednesday night to learn and comment about the Jaindl Land Co.'s plan to build 90 single-family homes on about 94 acres of cornfields between Hampton Road and Penn's Crossing. The sketch plan presented was a reduction from the original plan for 130 homes, developer David Jaindl said. A presentation in June 2011 was for 106 single-family homes. Jaindl Lays Out Changes to Rutz Farm Development

Changes follow issues raised by township staff, neighbors.

Developer David Jaindl was back before the South Whitehall commissioners Wednesday night to lay out proposed changes to his Rutz Farm development plan, one that now calls for 102 homes to be built instead of 106 homes. The new plan would also extend a proposed new road to Brickyard Road, a feature that township staff had pressed for. The section of proposed road near Brickyard would be one way, allowing cars to exit but not enter the development there. "We're still tweaking the idea," Jaindl said. Commissioner Howard Ellsworth told Jaindl the proposal for the extended roadway "looks like a viable approach" but that it would have to be vetted by township planners.  Jaindl made changes to his development plan for Rutz Farm, which is off …

Township Planners Review Revised Jaindl Plans for Rutz Farm

Neighboring residents again question developer David Jaindl's plan, citing traffic, water runoff concerns.

David Jaindl’s modified plans for developing the 94.4-acre Rutz Farm off Walbert Avenue calls for 94 homes on lots ranging from 20,000 square feet to 1.5 acres. The new plans were reviewed at a meeting last Thursday of the South Whitehall Township Planning Commission. Jaindl originally proposed 106 homes situated on lots from 15,000 square feet to two acres.  The changes follow input he received from area residents at an earlier planners meeting. About 50 residents from neighboring Springhouse Estates and Winchester Heights attended last week's meeting to listen to the latest proposal and to again question Jaindl, primarily about two on-going concerns: water runoff and increased traffic on Walbert Avenue.  Bob Springer of 1510 N. 40th St. …

Parks & Rec Board To Consider Playground For Devon Circle

Residents of Devon Circle area of Springhouse Estates will ask the South Whitehall Township Parks and Recreation Board tonight for a neighborhood play area.

Residents of the Devon Circle area of Springhouse Estates are expected to ask South Whitehall's Parks and Recreation Board tonight to consider putting up playground equipment in their neighborhood. The board meets at 7 tonight in the township building at 4400 Walbert Ave., South Whitehall. Michele Maurer of 1358 Devon Circle approached the board earlier this year with a request for a play lot in the western portion of the open space that borders on Route 22.  She indicated that many of the children in the area play in the street, and she feared for their safety. The board asked Maurer to poll the neighborhood to see if other residents agreed with her suggestion. Since then, Maurer and 26 other residents of the development signed a petition…

They tell developer they are worried about increased traffic, water runoff and other issues.

About 35 South Whitehall residents came to hear David Jaindl present his plans Thursday night for developing 94.4 acres off Walbert Avenue, then raised concerns about the potential for water runoff, traffic woes and other issues. Jaindl had come to the South Whitehall Planning Commission's meeting to present his concept for developing 106 single-family homes on the Rutz Farm land and to gauge reaction from both the planners and township residents. The proposal calls for lot sizes ranging from 15,000 square feet to 2 acres, green space, walking paths, landscaping along Walbert Avenue and about 10,555 feet of new roadway, according to information provided at the meeting.
